How can communities use local government law to address displacement and gentrification? David Tisel will speak about his work organizing tenants and advocates to pass a tenant right of first refusal Home Rule Petition in Greater Boston. This policy, based on the Tenant Opportunity to Purchase Act in Washington, D.C., would allow tenants to match third party offers to gain control of their housing when buildings are sold. These legal rights, when coupled with low-interest loans from nonprofit housing developers, are a powerful strategy for allowing low-income tenants to purchase their building and remain in their neighborhoods.
